In Rockland County, New York, Clarkstown Highway Superintendent Wayne Ballard said this time of year, teams tend to be busy with the collection of leaves, but now they're getting the plows ready.

Rockland County resident Anne Arenstein is not happy.

"I do not want it. It is too soon, and I'm not looking forward to it all," he said.
